Language packs are available for computers that are running Windows 8 and Windows RT. We recommend that you install language packs from the Control Panel. If the language pack is unavailable in the Control panel, you may find the download link on the Windows website that we mentioned in the "Download a language pack from Windows website" section.

If you install many additional language packs, the disk space and system performance are affected. In particular, disk space and system performance are affected during servicing operations, such as Service Pack installations. Therefore, we recommend that you only add a language pack to your computer if you will use the language pack.
Language packs also let multiple users who share a computer select distinct display languages. For example, one user can select to see the dialog boxes, menus, and other text in Japanese, whereas another user can select to see the same content in French.

This article describes a language issue that occurs when you install language packs on computers that have Windows 8.1 Update 2919355 installed. Consider the symptoms and check the prerequisites before you apply the associated updates.Note These updates are incomplete language packs. Using Windows Update. If you're running an Ultimate or Enterprise edition of Windows, you can download available language packs by using Windows Updates. Language packs installed using Windows Update provide a fully translated version of Windows dialog boxes, menu items, and help content. All the languages available for this type of download have "Windows Update" listed in the right column of the table below.

You can install LIPs over any edition of Windows, but they provide a translated version of only the most widely used dialog boxes, menu items, and help content. To install a LIP, you will need to have the required parent language installed on your PC.The table below shows if the language you're looking for requires a premium edition of Windows or a particular parent language.
Adobe Document Cloud font pack and spelling dictionary pack enable you to display and interact with documents authored in languages other than those supported in your native Acrobat Reader. It is needed to correctly display a document when an author does not embed the appropriate font into the document. It is also needed when the author does embed the font, but the document reader wishes to interact with the content somehow, for example, by collaborating, commenting, or filling out forms.
This behavior is by design. Language packs are not upgraded as part of the operating system upgrade. This issue occurs because Windows 8 and Windows 8.1 each have version-specific language packs. When you upgrade Windows 8 to Windows 8.1, the operating system reverts to its base language version. After the upgrade is finished, you have to reinstall any language packs that you require.
It is also possible that the Advanced language options are set to cause Windows to use a display language that is not yet installed after the upgrade. This causes a condition that prevents you from being able to change the display language or download language packs.
The operating system has several languages already preinstalled allowing you to read and type in those languages. If the language you want is not preinstalled, you can easily download and install that language pack.\n\nPress the Windows Logo + X key combination on the keyboard and, from the list, click Control Panel.\n\nNOTES: Because the Control Panel is a traditional Windows Desktop application, if you were not already there, the interface will change to the Desktop and the Control Panel window will open.\n\nIn the Control Panel window, under Clock, Language and Region, click Add a language.\nIn the Language window, click Add a language.\n\nIn the Add languages window, click to select the language you wish to add, and then click the Open or Add button.\n\nNOTES:\n\nIf a language is not already installed, you will need to download a language pack in the language you want.
